It could be a bug. It could also be counting incorrectly. That’s why I said not to count on their numbers. Even tho it says you have 20, you might not. So you might want to go to all the locations and make sure that you can see that you actually got them all. If all else fails, you could probably put in a cheat code for that character. That worked for someone who couldn’t get the last boulder because of a bug.

Did you get all 20 districts? You can check it in the map by pressing the top button on your controller and then pressing the right bumper button to see all your collectibles in the whole city. If you got all 20 districts, then look in your character list under the astronauts. He costs 1 million studs.
