it may be a cartoon but its a movie and has many parts. to answer your question "what is he throwing out the window": Beer Bottles. about the police officers. yeah back in the time the movie "Werner Beinhart" was made all the Police officers looked like this. now the Police looks more like the cops in america. and right next on the right to the captions symbol is a gear symbol there you can change the captaion language if there is any other then the normal one.

two advices, one look for a clip of the full "soccer game" and two try to find one with subtitles or try it with the auto generated translation that youtube can provide. This is a great movie and the soccer game is probably the best part. Some jokes will likely get lost in the translation, I think there were quite a few puns that wouldn't work anymore if translated, but I'm sure it's still funny.

The problem with auto generated subtitles ist, that they are not fast enough to translate it accuratly. Also the northern geman accent makes it a lot harder for the A.I. to translate it

It sure might be hard to find a version with good subtitles but this cartoon is from a series of 5 movies and the 4th was the best in my opinion. The names are "Werner Beinhart" "Werner volles Rohr" "Werner das muss Kesseln" "Werner gekotzt wird später" and "Werner Eiskalt"

Bein meens Leg....hart meens hard....and Holzbein meens woodleg...ga ha ha saw this in Cinema 1992...but it is hard to translate the jokes one by one..subtitle helps not at all.. so i tryed u to translate one Word joke Holzbein( woodleg)kiel...ok Footballplayer with one leg ..the other is wood like Captain ahab from moby dick... understand?
