@@boom3169 all the same they shouldn't be thinking up reasons to pre-emptively target what was at that time non-combatants. A more rational approach would be to simply task someone to shepard the civvies. Not only can you corral them to where you want them but now you have an active pair of eyes watching them for duplicity.
