Literally - he CAN'T fix it (doesn't have the tools, etc.)... Yes, crews often carry spare GATES around with them! 🙄 But more importantly, THEY CAN'T WAIT. So the fact that he even took the initiative to get out and try to get it up says more about him than lots of (UNION) people I know who would have bellyached about having to stop and flag

It just kept scraping and scraping and scraping! I was waiting for it to break off or the whole assembly to fall over! The conductor made an attempt. He couldn't exactly hold the gate the whole time the train passed, and it was going to need to be repaired anyway. Maybe I would have tried once more quickly, but even then it might have lowered again after it was out of view.
