It's a reasonable percentage. PS: I see you are not usually a tear abuser, but as soon as you get it you should spam everything to get to 700 stacks (there is a big mana jump when you finish the item)

And with the new patch arrival, enchanters can finally get back to the board ( Kinda ) Given that most items for enchanters are reworked to have "10% heal and shield power" and such. Also they have their HP increased ( Due to the durability patch ), so One-shot should no longer be problematic to them. Oh and there's a slight adjustment to matchmaking as well, so you know.

I don’t play Soraka but she is so damn easy to play but the amount of useless potatoes picking her in my teams is ridiculous. They just toss out their only peel on CD and never have it when it’s needed. All you gotta do is save your silence/root for engage enemies. Once they jump in use it on top of their target. If there is no engage enemy and you have team mates that can root/stun wait for them to land their cc then chain the silence root. None of this bs of just tossing a low damaging silence ability on cd at range on enemies with no follow up just so you watch them walk away and get counter ganked a sec later.

All of this used to be the norm and common sense BEFORE they ruined Soraka by making her S2 cost only mana. It’s funny because Riot wanted coherent abilities and design in wild rift and summoner’s, yet they keep ruining champs with these unnecessary “reworks”. The reason why people never even care to use her S1 is because they don’t even have to! Just spam S2 and stay behind a team (in party) and get carried easier.
