Everyone talking about how hulk did show mercy and Tommy got off easy, no he didn't. Hulk broke that man physically and, if he ever does wake up, mentally. Turning him into a puddle or ripping his limbs off or any other method Hulk could have used still would have ended when Tommy died, but now? Now he will forever be a burden to his family, live likely in constant and permanent pain and abject fearafter Hulk essentially tortured him physically and psychologically in equal measure. There are fates worse than death and this is one of them.

The reason that Banner came back is because The Hulk needs him to live, and Banner needs The Hulk to live. In a story arc written by John Byrne, Banner and The Hulk were separated. Banner became a normal person, but The Hulk basically became an uncontrollable vicious animal with no ability for human thought. Later, they found that both were dying and had to refused to live.

...Yeah, I'm not a fan. This just feels needlessly sadistic. Dude's basically pressured into committing crimes just to hold off a gang who's made it very clear that, if he doesn't stop, they'll go after his family, freaked out, got into a situation well above his head, got every last injury he could have taken without being killed as a result of how he handled it and was basically left comatose for life (and traumatized if he ever did wake up, if he's not simply a prisoner of his own mind)... I know he killed people. That shouldn't be overlooked. But this is how a villain acts. And, maybe things might have changed in the comics but, in my experience, from what I've seen, Hulk, at worst... well, look at what happened when Hulk (and Banner) lost the love of his life and had his people massacred, with him assuming it was at the hands of his old 'friends'. He didn't act remotely like this then, he raised hell for sure but he never acted to kill them, merely torment them until he felt they had learned their lesson (and when he found out they weren't even responsible for the explosion that took his love and killed his people, the guilt got to him bad). I admit that my recollection isn't the best but... I doubt the Hulk is THAT much different at his worse. The author just wanted to get out some sadistic power fantasies or some sort of torture enjoyment. Probably had to cut out everything done to him for time/censors. It's just... No.

... ok, wait. So in this story Bruce Banner is killed yet The Hulk survives. And after Hulk is done being Hulk Bruce is alive again? There was a different story, a while ago, in which The Hulk / Bruce Banner were the last surviving humanoid / human on earth. Here, Hulk would be repeatedly killed but would regenerate back fully every time, with Bruce only emerging occasionally - the latter aging and withering while the former just was his angry strong self. Eventually Bruce Banner dies one day and only The Hulk somehow remains. In this story though after Bruce died he was gone completely somehow. Ha, me trying to make sense of comics. Different stories, different Hulk. Still, got me thinking for a moment.

So, I can actually kind of explain that. The Hulk in this, and (due to retcons) most other variants is kind of closer to being a cosmic entity then it isn't. It's difficult to explain, but the hulk basically has his own version of the Speed Force, which is the Gamma realm or some shit. The reason he dies and comes back here is because when Banners mind goes silent, the other personality of Hulk takes over. In the last moments as his consciousness weakens, Hulk swaps in and the regen starts. It's still possible to kill him in his Banner form, but you have to destroy the brain, and you have to destroy a lot of it all at once.

In the last man on earth story, Banner basically mentally flatlines. He essentially goes into a coma as his mind and personality go blank, which leaves only the "Savage" Hulk. This comic is from the Devil Hulk run, I think- hence the intellect.

The first shot fired might have been a mistake, but every bullet after that wasn't. He _intended_ to murder Bruce and the cashier, then once the reality hit, tried to convince himself that it wasn't his fault rather than man up, admit guilt and suffer the consequences. Everyone at the Mad Dog's hideout deserved what they got, though frankly if the punishment fit what it's implied their crimes were, they'd all be in Tommy's condition. And as people have said before, the Hulk could've done so much worse, as evidenced by the policewoman saying 'might' as opposed to 'will'.

The Hulk is a Behemoth of Destruction who is said to be tied to TOBA (The One Below All). The fact that Hulk left that dude breathing at all is the most mercy I think possible given the situation. There are reachable medical answers for the problems Hulk put him through. Ngl, this version of Hulk is cool af. I'd offer him a beer if I wasn't terrified he'd beat my ass 💀
