Anyone else having an issue with doing forward 4 into hover with Ermac? Every time I try and do forward 4, then I try the hover I get the teleport.

It's 2 different inputs, u are probably just mashing f4 twice go to practice and look at the input log where's the issue

You’ve got input shortcuts on. Turning it off makes the game harder, but if you have it on, it makes it impossible to do certain moves into special moves.
