How can BtcPayServer issue a refund to customer, after receiving a lightening payment? Is this even possible?

Hey there good question! We wrote documents around the concept of refunds in BTCPay Server. You can find these here : docs.btcpayserver.org/Refund/ It doesn't explicitly tell in the document, but if you go through the process you will notice it gives the option for refund Off Chain (LN)

I've had a 2-month problem with Bitcoin bonus and binance which one is like playing a game trying to get the award that withdraw the funds that I paid the exchange on and the commission here to be TC server pay and have not got a request that they say I have to fill out to withdraw my money binance as well 3 months couple thousand dollars sitting in there and my account's been locked that long September 15th to today November 23rd 2020 and someone on suggest something I'm a newbie so maybe I shouldn't I just didn't know where to go after the finish paying it said I could get my money in it not letting me do it

Not in BTCPay, you need to use an exchange to transfer from your wallet to fiat.
