Normal people like me are never going to get the under 3 min race achievement. It would be nice if NK would make an easy race one day.

On this race as long as you full send before 1:27 you will get under 3 minutes. Play the race following this video until round 50, and then at that point still buy the alch but don't sell it and don't send out any other rounds until you have both alchs, send to ~60 and buy the pirate upgrades. Then just make sure to send the rest of the rounds before 1:27. You should be able to buy the energizer way before major risk of dying this way. Once you get energizer it is very easy.

Does upgrading a side path for the reactor sub actually do anything?

Either gives lead popping power or increased attack speed if it's 5-2-0 or 5-0-2. You can see it speed up in the video

this is very little micro and it's pretty easy to get t1%, you should watch other races and see the micro there.
