This depends on your passport. If your cou try allows you free entrance you don't need visa. EU countries don't as well as UK. Which is the passport I have

Where do you find the taxis, I’m planning to go during my 9 hr stay over in Jeddah from 1am to 10:30am and it will be my first time ever. Please could you explain where to get the cheap taxis and if they are available at 2am onwards

Just go to the taxi stand and get yourself one taxi from there. Just be mindful of timings. As you need 2hrs approx to get there let's say. Around 2hrs if you do tawaf downstairs ans then another 2 hrs to get back. So keep in mind timings. On the way from Makkah there are taxis next to intercontinental and hilton suites. You can negotiate with them
