For some reason i have had a Hard time getting My budgies to breed, they Are 2 yrs old and have a bond(they Kiss) but i cant get them to "you know" they have a nesting box and are getting all neutrals needed

Are you sure they are a male and a female? Most people who have your problem would actually have two females thinking one of them is a male because they see blue on her cere. Female budgies can have a light blue cere with white. In order for your budgies to breed, they have to be in breeding mode, just like the two in this video. The female would have a brown cere and the male would have a royal (dark) blue cere. Otherwise, they won't breed. What you think is kissing may actually be budgies trying to feed or preen each other. This behaviour happens male-to-male and female-to-female. Also one more thing, just like there are sterile humans, there are also sterile animals or birds. Your birds may actually be fully mating without letting you see them but they are infertile.

They both have cloacas (the bird genitals) neither male or female have a vagina or penis, basically the cloaca’s must touch, male budgies have testicles inside of there body which connects to the cloaca and will produce sperm, and females have a uterus inside, basically the male budgie will transmit the sperm which will go into the females uterus and fertilize the egg, so to sum it up they just have to touch cloaca’s :)

The birds are frustrated because the spot is less than ideal. The birds can't do normal courting rituals and are having difficulty getting into proper position, which is aggitating both birds. They need a regular perch, If each nesting pot had its own perch attached by the entry then each birth pair cannhave their own.
