Noticed it years ago, it was brought up to refs in Wentz's second second iirc and when asked the explanation given is that one ref is in charge of watching it. He then turns to see if the ball is snapped. If it's snapped before his head turns, there's no flag for delay. Some of these refs need to get their necks checked.
