15/13/13 OR 13/15/15 is the lowest that is playable imo. Any lower they lose too much but it does also have a little dependency on what mon you are talking about. Bulkier pokemon might be more okay losing a bit of defense but if they lose one or 2 points in attack then certain "fast move breakpoints" might fall off and vice cersa

Run sims on PVPOKE, the 14 attack could become problematic. The 14 HP isn't a big deal. I know for Palkia I believe it loses some break points when it's not 15 def so at least you've got that part down!

You have to catch one that has it. You cannot TM it. Same goes for Palkia.
