I use Improved Rudder Shift on all BB. Granted I am only on the Ipiranga at the moment but the maneuverability is the strongpoint of this ship. The gimmick is situational and the main guns are mostly odd hit or miss. T10 is extremely difficult with only 18.7 range. Getting the T9 early is tempting to see if it is any different.

General downsides are no hydro and longer main battery reload. Also no torpedoes, slower gun traverse, bigger dispersion, worse speed and slightly worse camo compared to the Schlieffen.

They added maneuverability and acceleration right before the release and didn't test it. A patch or two later, they'll definitely nerf it, just like they usually do, and as usual, the players will accept it. Again :)

I think you have good points in this about Libertad. However, I think tankiness is the issue when comparing current brawlers to this new one. Secondary DPS is about equal to Schlieffen if you take into account the f key. However, the Schlieffen is a battle cruiser and has some advantages, but it can't tank nearly as well as the Libertad and I think this is key for a secondary BB. After looking at the stats between the two, I think Schliieffen could use a rudder shift adjustment to match the Libertad. Armor is lessor, but it is a battle cruiser, hp's are less, but it is a battle cruiser, secondary arcs are worse, but that is just German BS... overall I think a rudder shift adjustment will level the field in both angling/survivability and applying secondary dpm for the Schlieffen's weaknesses (armor and hp). Also, maybe an acceleration buff..
