Jane, no it won't, because if you believe a cyclone will wash it away then the whole of Cambodia would be nothing but stone right now... Dirt is one of the best construction materials on Earth. Well dirt... It's a Clay, Sand, Silt mixture, add gravel, water and some aggregate and water and it's concrete. No one would have a house ever if some water were just to wash it away. For goodness sake if you're afraid that the dirt will wash away when the water comes, I hope you aren't afraid your own house would disappear when it rains. Because the dirt will wash away.
