Can hydronic tubing be safely installed into the walls for heating or cooling? Maybe the insulation factor allows normal floor type hydronic heating.

There really is no benefit to installing tubing in the walls for heating or cooling. In fact doing so would introduce more problems. If you vary the temperature of the concrete in the wall you have the risk of creating a dew point in the wall and condensing moisture in the wall. Also you'd be heating or cooling behind the insulation. The main benefit to ICFs is that you have 2.5" of dense insulation on both side of the concrete wall and the thermal mass of the concrete requires so much time and energy to change temperature that it remains extremely constant. Additionally the concrete is constantly wicking the ground temperature providing a very stable temperature as well. The best would be to install radiant heating and cooling in the floor.
