Shouldn’t the regulator be before the rail on the inlet hose ? Maybe I heard him wrong but I could’ve sworn he said on the return line ? That would do nothing but regulate the pressure of the left over fuel back to the tank not the pressure to the rail - injectors like you’d want

No, you want there to be fuel in the rail at all times and not limit it from the source, if pressure in the rails is more than is needed then the regulator will dump so there is no risk of over-pressurization.
