You can't place boxes, furnaces, workbenches or beds underneath the waterline. The only storage building you could place would be a vending machine inside of a doorframe iirc.

One could simply build an underwater vault - vending machine base. No surface exterior except once a day TC to refill resources to fend off decay timer.
