I am thinking a wire mesh like material acting like rebar is important. This makes the model more sturdy. and allow a little flexibility

cement alone is not strong without some sand and possibly using fiber glass fiber for extra strength. All materials can be bought Home Depot. When stucco work is done a 3 coat process is done. Using less cement and more sand and you do the final the cement can be richer. This is to prevent cracks. So the main body or foundation need to be less cement. I am just guessing
