Are the domains we purchase translated in other languages? or just english based .

Domains are available in the Latin alphabet plus hyphens which covers many languages but not special letters in certain languages.

As per the OpenSea site there is a one-off blockchain fee to set up a smart contract with your crypto wallet. After this initial set up blockchain fees for listing additional domains, from the same wallet, is considerably lower.
