@@Sportsmonkey I don't want to tell Frank how to do his job, but since you asked(lol). With the city expanding rapidly and the new university now educating the citizens the market might move towards more e commerce in the city. This would mean more high tech corporate jobs and more demand for goods. A cargo harbor might be needed to accommodate the growing population. Frank has always made good choices, i know he has the city's best interests in mind. 😎
