Assalaamualaikum It has banquet hall good to hear, if all Muslims of the area start using banquet hall facility there won't be any music and dance, and will a clean and spiritual atmosphere for the social functions.

Everyone should be encouraged to enter or use certain facilities inside a Mosque such as toilet or pantry. The ONLY conditions for them will be things such as these below : To cover themselves accordingly and be very clean too, or at least smell nice. Not make noise and speak softly too at most time. Not to disturb people who are praying there. And most importantly, to REMOVE their footwear too before entering the mosque.
