Thank you, it was a revelation how you explained it was like a knit stitch with the thumb pretending to be the left needle. Makes it a whole lot clearer to me.

what would i use this type of cast on for? how do i start knitting these stitches after i'm done casting on? how do i knit these stitches in the round?

Sorry, I've been knitting this pattern since I was a child and learned it from my great-grandmother. We lived in Transylvania, Romania, and everyone there knew it. That's how everyone knitted it.

I was taught this cast on 65+ years ago in school in the Netherlands. I don’t think it’s Latvian, etc. it’s ridiculous how cast-ons are now claimed by countries.👎

I should add "/Dutch" to the title! It's such a funny thing, how the techniques have been all over the world, for so many years, with different names in different places. I've found it fascinating to look up different cast-ons, only to discover that I've learned it before by a different name. Thanks for sharing your experiences. :)
