Does anybody know what was going through the contractors mind when he started backfilling over the water wheres was all the huge rocks that should hsve been layed first then filled with crushed rock then top layer with stone then rolled. when the monsoons come it will just wash away,all that money wasted proper roads should last 20 Years if maintained regulary.
