Groose definitely bullied him, to the point of sabotaging a milestone in his academical career. The bullying is recurrent enough for Zelda to scold Groose for picking on Link "again".

Gross was definitely a bully, Zelda mentions that Gross picking on Link is nothing new and Link is mocked for having Zelda always stand up for him. The thing was that Gross just wasn’t a bad person either. In the end he was just a young man impossibly acting on his emotions and jealousy.

Yeah, Groose picked on Link all the time, and even kidnapped his bird at one point, but he later became a nicer guy towards link, so all's well that ends well right?
