My version of Xero has no option of 'Manual Journal'. Is it due to limited version?

I don't think so but you need to make sure user permissions are set up so you can post journals.

Is it possible to import journal entries that were in the previous fiscal years?

If the previous year is no locked you can do whatever you like. But it may not be a good idea if you've already done your taxes for that year.

how will i then reconcile the payroll against the bank account when all the salaries are payed and the bank account shows individual statements ie the actual payment made to each individual employee

You should be able to set it up in your online banking so the info comes through as just one batch payment and not a bunch of individual payments.

there is no "Manual journals" in that menu. Last item is "Fixed assets" ...
