Yeahm, maybe 1995. The game hasn' a true time set, some elements are from 70s, others from 80s and 90s, but you can find a laptop... so 2000s!

Memories. I played the crap out of this game mostly screwing around not doing missions and causing trouble. Shooting pewith the spud gun and throwing rubberband balls everywhere.
