PCSX2, the PS2 emulator. Although it isn't the Xbox 360 Version, it still looks nice and plays the same. You can also look over youtube for settings and other tips to make it run nicer. Once you get your mind wrapped around how PCSX works, it can really be a fun thing to use. Infact, I'm 78% done Revenge on PCSX myself

It might be a bit of both. If you have a dual core or lower, you are out of luck. There are various settings you can use, but if you have it, try pressing F9 after starting a race. This switches the game back to hardware rendering, which should speed up the game immensly and improve visuals.
