This is because if fruit travels out there may be fruit fly larvae on them which can cause the bug to further spread and destroy industries. Yes, it could spread one way or another, but you CAN substantially lower the risk of it spreading, thus lowering the risk of losing millions, if not billions of dollars not just in agriculture, but also in healthcare, as contaminated foods and/or foreign insects/fungi could cause so much damage you couldn't even imagine. Not dealing with it is just anarchy, do you want chaos?
