Just thought i'd let you know, enemies will give up and submit to you based on how high their "Oh fuck. I'm outmatched" meter is. It's not literally called that, but the more you make them feel outmatched. the more likely they are to give up. Using a breaching charge, shooting them once in the leg or even just tasing or pepper spraying them will shoot the "Oh fuck, I'm outmatched" meter right up, and they'll submit, but sprinting into a room and just shouting "Ged de fuq down!" to a bunch of terrorists won't go very well, and forces you to kill them.
