Yup. My standard of "cold" is 0c...and it's 18c right now, with rain. But then...my "hot" is 40-42 in the summer. Depends on where you live.

Wildcard -- usually the temp range in the day. While we have a year round 70-80, cold days can be 70 at noon and 45-55 at night. Temp can be 56 at the beach and 86 in the city heart in the same day, So it is tough to be dressed for all temperatures especially when commuting is a thing. The last week we have had a lot of rain and high winds.

Now now.. Supposedly the temp out there is around 49F last night so it does get quite chilly from the daytime temps of 72F. Plus if you dress for the daytime temps you won't be ready for the temps once the sun goes down. That said.. Yeah, it's not what most people consider 'cold' ever out in LA but spend enough time there and you'll adjust to the warmer avg temps and think the world is ending if you ever get stuck up in a nice northern winter storm.
