Why does my butter icing remain soft, and doesn't turn hard after icing the cake, i will put it in the fridge, after 1mins of bringing it out , it is back to being soft, the icing i taste outside are usually hard

To achieve that hardness you have to use Royal Icing, not Buttecream. Royal icing dries quicker and is hard.
