There are 21 members in RBI Central board. 2 members are selected by government and not necessarily finance secretary is selected to central board.

Need explanation that when 99.99% of reserves were given to central..is the 0.01 percent of reserves asking by the central govt ,which had kept with RBI. It means nearly 9 lakh crore is the 0.01 % of left over funds with RBI
