2. The Covid-19 crisis has severely hit the livelihood opportunities of Migrant workers. Thousands have headed home, even on their foot, citing the uncertainty caused by Covid-19 crisis and the national lock down. These Migrant workers have suffered more and faces difficulty in accessing even their basic needs such as food,clothes and shelters.Many state government have failed to aid these workers on their way home and as such, adamant in addressing the needs of the workers. Article 21 of Indian Constitution envisage the right to life and personality liberty. The right to live with dignity is inherently contained under this Article and therefore, the Executive i.e.Government is bound to take adequate steps to ensure the right of every citizen to live with dignity.However, in the wake of Covid-19 crisis and its aftermath nation wide lock down, States have failed to perform its constitutional obligation towards the Migrant workers. Therefore, it has knock the door of the Supreme Court being the fact that the Supreme court is the guardian and protector of Fundamental rights. As mandated by the Constitution, the Court is expected to perform its duty in enforcing accountability of Government towards Migrant workers,However, the Court has left the matter to the Centre and did not take any judicial action unlike the past precedents where it has given crucial judgments on varied aspects. According to KM Munshi, " If the fundamental rights are placed at the mercy of the Parliament, they would cease to be fundamental.'' The Constitution of India has therefore made the Supreme Court the protector and the Guardian of Fundamental Rights to oversee the effective enforcement of Fundamental rights in the Country. Viewing the ongoing Migrant crisis in India, the Supreme court has failed its part by not directing the Executive to fulfill the obligations ensuring right to live with dignity of the Migrants. It may be mentioned that the nation wide lock down might have affected their timely intervention.But the High courts in some states have taken an important steps to enforce the accountability of the States' government. Keeping in view, the important role assigned by the Constitution, the Supreme court has to play its role so that the people's trust on the institution will remain intact.

Social stigma is discrimination against a person based on some characteristics that distinguish them from other members of the society, generally based on culture, race, gender, intelligence.The unprecedented crisis we are dealing with has resulted in creation of another social stigma. The covid 19 stigma , means having prejudice against the person who has been suspected of being infected from the virus. In a recent event, People were hesitant to buy fruits, vegetables etc. From Muslim vendors due to the tabliqi jammat incident. ‌This covid 19 stigma nd discrimination are acting as major impediment in the Ctrl of this virus because:- 1. People hide their illness due to the fear of being discriminated against 2.prevent infected people from seeking health care facility nd quarantine measures leads to further spread of the disease 3. Discourage from adopting healthy behaviours. 4. Sometimes, they do not cooperate with dr. nd govt. Who are trying to find the infected person , bcoz of their fear. 5. The infected person is further going to spread the virus to other people who come in his or her contact. Measures to be taken:- 1. Choosing right kind of words nd avoiding words such as infected , carriers etc. 1.1 :compassion nd empathy required 2.engaging social influencers from diff. Communities. 3.potray different social nd ethnic group so that 3.1 :one particular group don't feel stigmatized 3.2 show neutrality towards diff grps 4. Spreading stories of resilience nd recovery. ( Recovery rate in India 41%) All these measures will create trust in the mind of infected personcan nd help in tackling the problem, at the same time the menace of fakenews need to be Ctrl to effectively implement these steps than only this pandemic can be ctrled in an effective nd efficient way.

Hi Sir, I am weak in English but I tried to provide my very best to the second question, please evaluate. The recent Periodic Labour Force Survey conducted in 2017 by the National Sample Survey Office of the Ministry of Statistics and Programme Implementation, had estimated that there were around 1,49,53,750 urban workers who had vulnerable jobs. During COVID 19 Pandemic, these migrant workers suffered the most. 1) Causes - a) A number of Factories and workplaces shut down due to nationwide lockdown. b) Millions of migrant workers had to deal with a shortage of money, loss of income, and uncertainty about their future. c) Non-validity of Ration Cards throughout the Nation. 2) Impact on migrant workers - a) Hundreds and Thousands of migrant workers forced to walk hundreds of miles back to their homes on their barefoot. b) Some die in between due to lack of food and being hungry for several days. Some die in accidents as we heard the recent case of train running oversleeping migrant workers on track. c) Due to uncertainty in travel assistance from the government, any fake news about the availability of busses or train leads to a mass gathering of people at that place from a various place that causes loss of remaining savings for their survival. 3) Government steps - a)Introduced free rations for stranded workers. b) Some state governments also provided buses to some extent to support migrant workers way their home. c) Centre has also been asked to implement One Nation One Ration Card ASAP. d) Over 1.4 million stranded workers repatriated to their homes till May 15 by Railway. Despite having provided these benefits, the government could not reach the edge of people covered under it. So a very large part of migrant workers are forced to move to their home on foot. These movements caused harm to these kinds of people and it is being said that the supreme court has failed to preserve the rights of these people. Article 21 of the Indian constitution provides the right to life and with further interpretation of Supreme Court, several rights were added to these article like Right to Individual's Dignity, Right to Health etc. The Supreme Court is considered to be interpreter, preserver and enforcer of the fundamental rights. It is the duty of the Supreme Court to preserve the fundamental right. If the fundamental right of any person is being violated as we saw in the case of migrant workers. It is the Supreme Court who should step in and direct executive to take necessary steps. KM Munsi said, If the fundamental rights are placed at the mercy of the Parliament, they would cease to be fundamental. However, it has found that various High Courts stepped in to handle this kind of situation like Madras High Court, Gujarat High Court, Telangana High Court and Andhra Pradesh High Court. Conclusion - We can really say that the government is doing nothing, they are taking steps to help these workers however they have failed to cover the very edge of the population. But Supreme Court who had already provided various Judgements on various cases by using his power under article 142 to provide complete justice should also step in to preserve the fundamental rights of the migrant workers.

In present scenario entire country is suffering from peculiar danger called covid-19. Till now more than 1,5000 people have been affected. not only normal activities has come to a halt but most threatening condition is it has brought uncertainties to human lives. Two major impediments in controlling the outbreak of virous are - 1. Covid-19 stigma: Due to lack of proper awareness and information somewhere people could not develop a relevant outlook towards the pandemic condition. They have preserved an alien like attitude towards the virous in mind which not only deteriorating the present scenario but also giving 'fuel to the fire '. 2. Discrimination: in this painful situation many sufferers of covid-19 are facing discriminating behaviour from others. as a result of improper care and paucity of sufficient measures the pandemic is spreading very fast throughout the whole county. In this context, to control the outbreak of the virous further more following steps could be taken 1.An attitude of kind and empathy is of all citizens towards sufferers is most necessary which would have an impact on the grass root level. 2. local administration can resort to various means and method for own localities 3. in place of using- infected, ill etc Words like - affected can be used. 4. As people follow various famous personalities on tv, some kind of advertisement, special telecast programs could be shown on different platforms. So that people remain positive and look foreword in this extremely critical condition.

Ans2.it is the classic example of judicial evasion by supreme court , constitution has provided an obligation on part of supreme Court to protect as a gurantor of fundamental rights , but when the migrants needed it the most in the time.of crisis they overlooked the situation by doging the pil and the litigations in the interest of that community, these are the following steps that could have been taken by supreme court in this regard. 1.it could have come up with the set of guidelines in order to secure the livelihood opportunities and income security options for the labour class community. 2.it could have asked the state govt and centre govt to produce the authentic proofs if the implementation of covid relief measures . 3.it could have asked the state and central govt to provide for direct cash transfer to the account of the needy people and make it mandatory to provide for food and shelter services to the migrant labour's within the defined area at each level.

@@shubhanshugoldy6520 the very start when it says 'classic example.' It suggests that it happens time and again and that the SC ignores it's duty regularly. Moreover, it would sound perfect coming from, say an activist, but for a civil servant, maybe saying that the efforts of the SC were not enough and needed more would be more appropriate than directly writing that it overlooked its duty. The judiciary is a sanctified institution. The positive criticism shall also come in a highly dignified manner.

*Ans 1* - The unprecedented efforts to combat the global pandemic of the 21st century and the threats looming over humanity at large can succeed with a "collective effort" itself. It is a repeated observation by social scientists that tendencies of 'unreasoned fear and suspicion', fuelled by the uncertainty of no visible cure at present, are witnessed in situations as unparalleled as these. This can further escalate to 'paranoia' and often lead to targeting of those held culpable, resulting in feelings of enmity, aggression, xenophobia and practices like exclusion, ostracisation and direct 'social, mental, emotional and even physical confrontations.' Incidents of these sorts were unfortunately seen in different forms such as • Racial attacks on Indians from the northeast • Forced evacuations of suspected or affected tenants from housing colonies • Attacks even on medical personnel • Proliferation of dubitable and largely inflammatory messages, targeting particular sections- spreading further panic and prejudice. It is of utmost urgency that the social fabric is held even stronger in these testing times through- (i) Timely release of 'official information' to curb multiple, conflicting and confusing sources of misinformation. (ii) Proactive spreading of 'awareness' by people with influence and reach to the larger public through the means of social media and 'sensitisation' of the masses on a war front. (iii) Highlighting 'courageous triumphs of recoveries' to uplift and enthuse the masses with hope and spirit. Along with technical, economical and global cooperation, it's the bond of fraternity and humanity that will ensure our collective security and well being.
