Can somebody explain why the substitutions were so screwy and confusing?

BYU was subbing to late on offense which allowed Utes to sub and they milked the clock ...subs need to come in at the top of play clock quickly otherwise the defense subs can take their sweet time knowing the degree won't allow the ball to be snapped until substitutes are lined up...

@@rdancranston this is correct. Utah had problems subbing in late, which BYU took advantage of and getting some delay of game penalties.
