Hmm, I'm a Singaporean in my early 30s and I've been to Taiwan 6 times. Have actually struck up conversations with quite a handful of Taiwanese 'strangers'. My most recent trip was in early Jan this year. At a roadside Ximending open space eatery, I shared a table with this Taiwanese chap and he initiated the conversation. He seemed genuinely interested in chatting with me just about anything, and I had to politely end our chat because I wanted to be somewhere else on time. We chatted about cost of living, his work, and some social norms.
