if you're talking about the dmg, then yes his CA does better dmg than his ult, but his ult still does a nice dmg though.

After months of maining Sethos, I found that if you build him with high EM, his CA dmg hits better- thanks to his passive talent and C1. But if you build him solely on crit, his ult hits better than CA.

He didn’t really meant infinite charged attacks. Due to raiden and fischl for energy recharge (and yao yao for quicken reaction), Sethos will have constant energy regeneration, and can do more than 4 charged attacks
