why not use xianyun ult after furina ult

If I use Furina ult first, her ult duration always runs out in Xiao middle ult duration

why atk% sands on faruzan instead of ER

her required amounts of er reduces with c6 since she gains energy every time her skill hits enemies

Because favonius gives enough energy recharge by itself, and also the c6 thing, but the main reason it's that Faruzan does some good damage when using the ult, so that's why atk%.
