Why the 28C256 EEPROM freezed? Is it impossible to use EEPROMs there?

I have used a crappy EEPROM here. If you use a decent one like Winbond (with correct specs) it should work just fine.

With modern technology it should be possible to do really great hacks with C64 even a geos chip maybe and internet or a 16bit cpu upgrade and ect?

My EPROMs always sunbathe. No wonder they seem senile as they get older. maybe they should not go out naked.
