I believe swirl has an elemental priority, that is, if 2 elements exist simultaneously on an enemy, the element appearing first in the following order will be swirled : pyro, hydro, electro, cryo. Because electrocharge is a status that preserves both elements on the enemy, and anemo comes into contact with both of the elements at the same time, hydro swirl will be triggered first

they’re swirling both elements, but kazuha’s skill and burst absorb hydro because it has higher priority than electro
