It doesn't matter what you reroll, you're always going to get a random skin that you do not already have at random. Most pro players get accounts from Riot that have everything unlocked or simply unlocked it themselves so they could reroll anything and they would get one of the new skins that came out because they're the only ones they don't have, in this case, the Hecarim, Darius or all those hextech skins.

It's not surprising he got Neo PAX Sivir because his Account is a Riot account because he plays LCS, so he already had all other skins that weren't in any way exclusive to events, like PAX TF and Rusty Blitzcrank etc., and also exclusive to Hextech Crafting like Hextech Annie and Neo PAX Sivir, so the gemstone exclusives are the only ones he can actually get through his rerolls because he already has all the others.

That is because he played Starcraft for 15 years and in Starcraft pro players press all the buttons to increase APM, he played for 15 years, habits don't go away that quick, especially when you've been doing them for 15 years and they're not really hurting you in any way. It also resets his mouse position to the center of the screen and he is a coach in KR for a really good team, he has reached masters in KR and he is way better at the game than you.
