"చట్టం కంటే ముఖ్యమంత్రి, ప్రధానమంత్రి సహా ఎవరూ పెద్దవాళ్లుకాదని మన దేశంలో కాగితాల మీద రాసి ఉంది గానీ, స్వతంత్రం వచ్చి ఇన్నేళ్లయినా చట్టం ఆచరణలో అధికారం, డబ్బు ఉన్నవాళ్ల చుట్టంగానే ఉంది. వేగంగా, నిష్పాక్షికంగా, సమర్థంగా, తక్కువ ఖర్చుతో న్యాయం అందటం లేదు. దీంతో కోట్లాది సామాన్యులకు భద్రత కరువవుతోంది. ఆస్తులు, ఇతర ఆర్థిక నేరాల్లో న్యాయం అందటం లేదు. కాంట్రాక్టులు సరిగా అమలవటం లేదు. హత్యలు చేసినవాళ్లు కూడా నిర్దోషులుగా విడులవుతుండగా, నిందితులుగా లక్షలమంది జైళ్లలో మగ్గుతున్నారు. స్వతంత్ర భారతంలో ఇప్పటికీ నేరాలు ఎంతోకొంత అదుపులో ఉండటానికి కారణం మన కుటుంబ వ్యవస్థ, ఇతర అంతర్గత బలాలు తప్ప చట్టబద్ధపాలన సక్రమంగా అమలవటం కాదు. పట్టణీకరణ వేగంగా పెరుగుతున్న నేపథ్యంలో కుటుంబ వ్యవస్థ, సామాజిక అనుబంధాలు కూడా బలహీనపడుతూ నేరాలు పెరుగుతున్నాయి. చట్టబద్ధపాలనను పటిష్ఠం చేయకపోతే విజృంభించే నేరాలను అదుపుచేయటం ఉన్నకొద్దీ సాంకేతికత కూడా పెరుగుతున్న రాబోయే కాలంలో అసాధ్యమవుతుంది. అప్పుడు కన్నీరు కార్చి లాభం లేదు. మోదీ ఈడీని ఉసిగొల్పుతున్నారని ఆరోపిస్తున్నారుగాని.. మేం అధికారంలోకి వస్తే చట్టబద్ధపాలన కోసం సంస్కరణలు తెస్తామని ప్రతిపక్షాలు కూడా చెప్పటం లేదు. రాజకీయ కక్ష సాధింపులకి చట్టబద్ధపాలన యంత్రాంగాల్ని పోటీపడి దుర్వినియోగం చేస్తున్నారు. అందుకే సమాజం కూడా మేలుకొని చట్టబద్ధపాలనను పబ్లిక్ డిమాండ్ గా మార్చాలి. ఈ సంస్కరణలకు పెద్ద ఖర్చుకూడా అవదు. ఇందులో ఓట్లు ఉన్నాయనుకునే స్థాయిలో ప్రభుత్వాల్ని, పార్టీల్నిప్రజలు అడగటమే ఆలస్యం. చట్టబద్ధపాలన.. పోలీసులు, లాయర్ల కోసం కాదు, ప్రజలు, ప్రజాస్వామ్యం కోసం" అని ప్రజాస్వామ్య పీఠం (FDR)/లోక్ సత్తా వ్యవస్థాపకులు డాక్టర్ జయప్రకాశ్ నారాయణ్, JD ఫౌండేషన్ వ్యవస్థాపకులు V.V లక్ష్మీనారాయణ 'స్వతంత్ర భారతం 75 - లోక్ సత్తా 25'పై పబ్లిక్ పాలసీ యువ రీసెర్చర్ సుమేధతో ఎపిసోడ్ లో అన్నారు.
ప్రపంచమంతా సివిల్ కేసులు ఎక్కువ ఉంటే మన దేశంలో క్రిమినల్ కేసులు ఎక్కువగా ఉండటం, న్యాయాన్నిబట్టి కాకుండా లాయర్ల వాదనల్లో బలాన్ని బట్టి జడ్జీలు తీర్పులిస్తుండటం, పోలీసులపై ప్రజల్లో అపనమ్మకం, పోలీస్ సిబ్బందికి నేర పరిశోధన నైపుణ్యాలు, ఫోరెన్సిక్స్, ఇతర వనరుల కొరత, నేర నిరూపణ శాతం అతి తక్కువగా ఉండటం, పోలీసులు సమర్థంగా కేసు ఫైల్ చేసినా నేరం రుజువు చేయలేని బలహీన ప్రాసిక్యూషన్, అసమర్థ పాలన వల్ల చిన్న విషయాలు కూడా శాంతి భద్రతల సమస్యగా మారటం, జైలు సంస్కరణలు, యువతను డ్రగ్స్ కి బానిసల్ని చేస్తున్న నేర ముఠాలు, తక్షణ న్యాయం పేరుతో నిందితులను పోలీసులు కాల్చిచంపటం, గ్రామన్యాయాలయాల చట్టం ఇప్పటికీ అమల్లోకి రాకపోవటం, గ్రామన్యాయాలయాల్ని పట్టణ ప్రాంతాల్లో స్థానిక కోర్టులుగా విస్తరించటం, మాలిమత్ కమిటీ నివేదిక, సైబర్ నేరాలు, ఆన్ లైన్ లోన్లు, గ్యాంబ్లింగ్ దోపిడీలు, విద్వేష వ్యాఖ్యలు, సోషల్ మీడియా వల్ల కల్లోలాలు మొదలైన అంశాలపై లక్ష్మీనారాయణ, JP పరిష్కారాలతో ఈ ఎపిసోడ్ లో స్పష్టతనిచ్చారు.

జేపీ గారికి oka సూటి ప్రశ్న. నాకు తెలిసిన ఒక వ్యక్తి నేరస్థుల మానసిక పరిస్థితిని గురించి అధ్యయనం చేయడానికి నెథర్లాండ్స్ వెళ్లడం జరిగింది. సాధారణంగా మనం చూస్తాం అమెరికాకి ప్రాజెక్ట్ పని మీద ఆరు నెలలని వెళ్లిన వాళ్ళు ఆరు సంవత్సరాలైనా రారు కానీ ఇక్కడ రివర్స్ జరిగింది. సంవత్సరం ప్రాజెక్ట్ పని మీద వెళ్లిన వ్యక్తి కేవలం ఆరు నెలలో నే తిరిగి రావడం జరిగింది. ఎందుకని అడిగితే ఆ వ్యక్తి చెప్పిన సమాధానం అక్కడ నేరస్థుల సంఖ్య maamulugaane చాలా తక్కువ దానికి తోడు ప్రతి సంవత్సరం ఇంకా వాటి సంఖ్య తగ్గిపోతోంది. ఎంతలాగ అంటే అక్కడ చాల జైళ్లు సంవత్సరాల తరబడి ఖాళీగా ఈగలు తోలుకునే అంత. చివరకు ఆ జైలు అధికారులు ప్రభుత్వాలకు ఇదే విషయం తెలియజేస్తే చాలా జైళ్లను rehabilitation సెంటర్లుగా మార్చేస్తున్నారు. మరి మన దేశంలో ఆకలి, అత్యాచారం వీటి అడ్రస్లు ప్రింట్ అవ్వని రోజు ఉందా ?

Let's fight for close divorce cases pending in court, unknowingly losing their life time and suffering mental health. It's our responsibility towards public bcz time and man power is important to Nation. Divorce cases should have define time period to close. sometimes with their EGO, sometimes through cruelty, parties extending cases long years. Indirectly major suffer to Nation.
