It’s not that it’s hard it’s that it takes dedication to not get to worked up over chasing kills, it’s not fun to farm like it is to run around fighting everything which is the main reason low elo players have low farm.

Don't know how long ago you started playing, bur farming can't be "learned", what can be learned is wave control. Farming is mostly a muscle memory while you are playing because there is no way to focus completely on the wave while you are thinking of the enemy cooldowns, when to trade, and being aware of the map. What you could benefit from learning is how much damage your hits/abilities does on minions at different powerspikes of your early game with your main champion pool. That knowledge really helps with farming, anything besides that, you only have to play more.
