TIP!!! if you think it will help.... get some aluminium foil, scrunch it up, dip it into some soda (coke works best) and then scrub the rust with using the foil.. this takes off all the rust and doesn't scratch anything, hope this helps

What if you made molds out of the front and rear fenders/overfenders so when they get damaged badly enough you can make new ones. It might be cheaper to order new ones at that point but Idk.
