Blame the parents as well and bring back the commercials with the rabbits on flying scooters that taught child safety. 1. Dont talk to strangers 2. Dont take candy from strangers 3. Dont engage with someone talking about a lost dog or has puppies in van These children did all 3 of which kids were once taught not too
