He is an Insurance Commissioner, which has MANY sub-categories with specific protocols. He has been to the point, The problem has been identified. Problem: Fire Insurance non-renewals and fire insurance cancellations prior to fire. Solution: House Insurance Responsible despite non-renewals and cancellations. Then a 1:1 breakdown of your specific plan for holding insurance provides responsible….. even if it has to be mandated which he is saying is on the way.

It's not a regulation. It's an administrative order that is empowered by the state law that allows the state insurance commissioner to enact emergency powers to ensure insurance companies can't back out of contracts already in force or before the fire started.

Insurance has been leaving states like Florida and California for a while. It doesn't matter if it's a blue or red state; in both states, insurance companies have denied coverage, denied renewal, and canceled contracts in the middle of the duration. The problem is that insurance is state by state pools, and insurance are not regulated by Congress to be nationally pools. Insurance is regulated at the state level, so the state pools are limited to paying claims in that state. Florida and California need a national pool because those states, regardless of whoever is elected, will see natural disasters more often.

Public water systems are not designed to handle fires of this magnitude. Water systems can only maintain water at certain flow rates. When fire engines hook up and pump water from every single fire hydrant in a multiple square mile radius the water system will eventually run out of water. It's simple math.
