He wouldn't. The whole meeting was a set up. Makarov was pretty much prepared in case Volk got captured, which he did, so he went with Plan B. Yuri himself seems to note very briefly how oddly convenient it is for them that Makarov is holding a meeting *in the middle of a warzone* and which so happens to be very close to where they were. A little more thought and maybe they would've realized this was a trap.

The russian soldiers looks different from MW2 russians, what happened to their red urban camo BDUs? And why do they only use AK-47, AK-74u, SPAS-12, G36c, PP901m, P90, PKP Pecheneg, Dragunov and RPG-7. They used more weapons than that in the prevoius game.

no the names of the Resistance's members are computer generated, and the same names with different last names appear many times during the mission, also the members all speak Russian gibberish, even though they are Czech, the only person to get an actual Russian voice actor was Makarov. I feel Infinity Ward was lazy with Campaign, and was eager about infected.

In MW2 the Russians you fight are paratroopers, that's how they invaded America. Paratroopers have different uniforms or BDUs then ground forces. In MW3 when the Russians invade Europe, they use their ground army since they can move on foot through the continent. These are just average Russian soldiers. But the Russians that invaded America were not under Makarovs command, how the hell would Makarov gain access to that number of soldiers and weapons without the Russian president's approval (which he obviously didn't have based on this game)
