I blame the doctors. They have a duty of care to arrive at an accurate diagnosis through taking a thorough history. They are not doing this...if a child says they are "gender queer, trans, or non-binary", they accept it without question. This is the Gender Affirming Care model and it represents an abdication of duty on the part of doctors.
