I love this video, but I am curious -- why is it that in some of the videos the persons in dresses are boys with wigs and in other videos it is girls wearing the dresses?

This looks like a fun event to participate in. Are all of the "ladies" in the gold lame outfits actually men? I know that some of them are. I would love to be all dressed up like that and perform in a public event.
