In her default state it does more single target DMG but in her red haired state it has better AOE. But it's not that big so don't worry about it.

Bit confused by your playstyle. Don’t you want to abuse her enhanced basic attacks after using her enhanced skill in red form instead of white because she does more damage? The rotation is good and clearly better than what I was doing as my fastest clear is 3:32 but I’m wondering if the clear can be even faster.

White and red receive buff is the same, the different is red form good at AoE but white form better at solo boss due to better scale (white 24.7% * 20; red 21.95% * 19). If you think only red form can deal dmg then u r wrong

Actually, if you upgrade her basic attacks her white hair is better! The combo does more damage in her white Form, so against bosses and elite enemies it's always best to use is, red form is better for aoe and a lot of enemies.

If you have yinlin and have interest on building Encore or you already have Encore build as one of your DPS's and have Yinlin, it would be better to get her weapon for two reasons: 1- Yinlin's weapon is a must pull for her to be strong and she pairs very well with Xiang Liao as his sub dps. So you'll have a sub dps, that contributes to team composition which is important for completing ToA. 2- Her weapon (string master) is the best weapon for Encore so far. It'll maximize Encores DPS by significant margin since most of her atks will crit. In case yo don't have enough astride to pull both Yinlin and her weapon, then it's not worth it because she depends a lot on her weapon to be strong. In that case, go for red springs to maximize Camellya's damage. Unless of course you REALLY want to build your Encore or get string master for her so she will get the best weapon which will she stronger. Now if you already have Yinlin or have enough astride for both Yinlin and her weapon, go for string master because of those two benefits her weapon will aggregate.
